An evaluation of the Council Tax band as an indicator of household size for small are population estimation

The aim of this study is to evaluate the use of the Council Tax band as an indicator of household size in Leeds compared to existing small area population estimation methods. The study compares a simple Housing Unit method combining Local Land and Property Gazetteer (LLPG), Council Tax and Census data; with two proposed new methods that use local and global regression to estimate a revised PPH variable based on a combination of explanatory variables including the Council Tax band.
